Description

William John Egan reveals to Bishop da Silva that there are few Portuguese people in Canada and recalls that out of the 60,000 Portuguese people who exist in the United States, half can be found in California and in the mills of Massachusetts. He indicates the incentive given by Canada to immigrants, but only to men looking to settle on the land and women coming for domestic services. He lists the necessary conditions to possibly establish a small Portuguese colony and suggests the procedures to follow.

He notes that he will ask the Deputy Minister of Colonization in Quebec to send pamphlets to Lisbon, issued by the Province of Quebec, in order to supplement the material that Bishop da Silva already has.

The letter was sent from Ottawa, Ontario, and delivered to the same city.
