Charles Santos Jr. served as a significant liaison between Fr. DaSilva (longtime pastor at St. Anthony's Church in Lowell, MA) and Senator Kennedy when political efforts were being made to lift Azorean immigration restrictions after the tragic volcano eruption on the island of Pico. The success of these efforts resulted in the "third wave" of Portuguese immigration to the U.S. from the Azores.
